I find a steel hauser riveted to the weight belt usually does the job when pulling vessels of that description, about as thick as your wrist should do it !

Sorry - maybe use a smaller float and a stringer for the fish rather than a bowl or if you want to go that route and have more drag then just get in a paddle - sorry, I dont know what has come over me today - must be ill or somethjing - anyway, tie to your belt maybe ?
