finally got what I needed. the rules are listed on this link:
http://www.washingtonwatchdog.org/do....html#147.1111 I got this from the coast guard and this link has a listing of the platforms that have boundaries. as put by the CG that helped me... if it's not on this list you can dive anywhere, just don't touch the platform unless you get the platform owner's permission. water is water, the platform is privately owned.
