fin technique

I am training for dynamic with fins. I have had C4 flap 30's for a couple of months now and love them. My problem is when doing pool training.
I vary my rountine by doing a length (30m) of hands by the sides scissor kick and then a length of hands in front dolphin kick. My problem is that I always seem to head toward the bottom of the pool and am then left too close to the bottom to get enough range of movement.
This is more of a problem with dolphin kick. My thinking is that I am being too excessive in one phase. Beyond that I don't know.
I am not wearing a suit or weights.
