The best Victoria shore diving spots are Ogden Point and Ten Mile Point.

If you can charter a boat, then Race Rocks is an unbelievable spot nearby, and the G.B. Church wreck is also close by and pretty awesome. Ogden point has a dive shop which has boats travelling to Race Rocks almost every day.

In Nanaimo, the coolest spot for freediving is probably Snake Island, barely visible from shore (probably 3-5km swim). There are hundreds of harbour seals around snake island and they like to play. There are lots of boat diving spots in the Nanaimo area as well, though I'm less familiar with the shore diving there.
