I know the thread is outdated, but I hope you enjoyed your stay there, and if you are still in Sarajevo, I hope that you are having great time.
I guess you not planning to spearfish in rivers right? i doubt that you can spear anything in the rivers drina, buna, neretva or bosna, and neum is overpopulated... So the best option would be in the area around makarska in croatia. There u have a lot of rocky bays and caves etc... (u can easily reach it by taking the early morning train from sarajevo till metkovic station on the border, and then from there u can easily get a bus till makarska (it's like 2hr bus driving). Dubrovnik area is also great, but it's much more expensive to stay there than Makarska or Sibenik, ploce or those other places in the dalmatian place. Also note that u have a pay tax for spearfishing or something like that (not sure if it changed, but i never did and risked it all the time

I'm going to Sarajevo this summer as usual and I usually stay in the dalmatian coast for some 2weeks... But this summer i guess ill spend a great deal in montenegro. If u still there or still interested, then we can do something.
