Water temperature in four weeks will bi more than 23°C so 3mm wetsuit is OK. Bring a 75sm gun!!! I don’t know where is Moscenice Draga so I can't tell you for the license. But DO NOT FISH WITHOUT IT!!! If police catch you, then you have big problems. It is very hard to get it and it is quite expensive (150HRK for 3 days, 300 HRK for a week and 600 HRK for a month). If you have a boat you can come to really good places for spearfishing. There are lots ob places bad for fishing but you can get information from local guys. You can catch very big European Seabass or Gilthead Seabream in depth to 7 meters and lots of other fish. No sharks.
