There are a whole collection of areas up and down the CalCoast that are so labeled. Jimq is correct. The "no taking" refers to the marine life in the tide pools and what is basically accessible by beachcombers. Casting out from shore or going out there yourself for finfish and legal crustaceans is perfectly legal.
This is not necessarily known by the the casual sunbather so eiather ignore the teeny-boppers or break out your copy of the fishing regs and do a little impromptu educating. Who knows? You might meet someone worth knowing . . .
