The right setting?

I have a custom railgun and these are my stats:

100 cm long carbon railgun
demka handle
hammerhead muzzle
6.5mm-140 cm shaft
19mm-76cm circular band

With this set up and when the railgun was loaded up to the last notch, it seemed to be working ok. I felt it needed a bit more power, though. So, I decided to change the band to 70cm instead of 76cm. At that moment I felt that would give me more power and precission. But, instead of being more precise, even when I aimed correctly, it shot down at least 7 to 8 cm off the target.

I want to try this new set up:

18mm-62cm beuchat band
6.3mm shaft
64 cm-17.5mm seacsub band

Is this a good set up to help me achieve more precission and power? Can anybody suggest a better setup for the equipment above described?
