In Russia, you don't need a spearfishing license - all you have to do is follow general rules that apply to both amateur fishers and spearfishers. There are of course exceptions, such as spearfishing in so-called paid reservoirs where they breed fish and then charge fishers money for fishing - you have to buy a license to do that
