I think that depends on the individual. The main idea of the angle is so that in dynamic glide (or constant weight sink phase) you want to relax your legs and have the fin in the horizontal (or vertical for CW) position. Some people when they relax their legs have more angle in the knee than others. The angle in the monofin is there to compensate for this.
It seems that the higher angled fins are better for the majority.
