i want to ask a quistion and i hope im not interaupting

usualy i use hoop(circular) stringer

i dont know how to use line stringer but her in saudi arabia
people just tie one end to belt and leave the other end free

but i believe this is not right

please can someone explain by simple language and pictures if possible

and which is better between the two types of stringers and why
