drill a hole through the board, put a bolt with an eye on one end through the hole with big washers on either end (to stop it pulling through) attach a nut on the top, with the eye on bottom of the board to attach your line too. As for the flag, something very similar but possibly with the eye on top and use a tube as your flag pole that fits snugly over the eye, tie a piece of elastic cord from the eye to top of the flag pole, then you should be able to lift it off the eye and fold it flat for transport. Search for threads on floats there are plenty of examples and ideas with pictures to be found.
