about freediving records rules

We are having issues about how to define a national freediving record here, in Lithuania. We don't have local AIDA, so we decided to create our own rules. I thought it would be wise to ask for an advice - if i could find somewhere any papers about what is a legal record.

We do have local records recording agency, but i don't think it really fits, as Guiness records are not held as real freediving records (that's why we do have AIDA)..

Thanks for any advice how this could be implemented.
