For setting records outside of competition, many of the AIDA Nationals around the world use the AIDA International rules for competition (v11.2) as their own National Record rules, but tailor them a little to suit the AIDA National better - for example National records might follow AIDA Competition rules but do not require doping tests, but do require 2 Judges for verification. It's really up to the local country as to what rules they set up, but they should keep in mind that they want their rules to be able to be compared with other countries around the world, and their competitors need to know both those local rules and the AIDA International rules, so it makes sense to keep them fairly close.
