numb hands

I'm trying to get my girlfriend into spearfishing and so she comes out and snorkels with me while I'm spearing, but while the water here in north new zealand isnt that cold (i think its around 21 degrees, maybe colder) she seems to get numb hands almost instantly, while the rest of her isnt that cold. And no the obvious advice of "get her some gloves" doesnt apply we've already done that. I'm just wondering if numb hands is a bad sign of some other effect of freediving. Someone is gonna give me an obvious overlooked answer I just know it haha. And on the same token, I have two 2.5 mm wetsuits, one is a medium one-piece and one is a large one-piece, i was wondering if it would work to wear one over the other once the water has gotten a bit colder here this winter.
