Not exactly. No youtube video that I could find, so let me see if I can put it to words.
1) Take two pieces of tubing longer than you think you need to make the two loops and their knots.
2) Take a piece of cord (Dyneema, Spectra, nylon whatever, just strong cord about 4mm thick I guess) about... hmmm.... 6 - 8 inches long
3) Tie a big knot in each end of the cord, double overhand knot or something (someone else may have better knots or cord choices)
4) Insert one end of the cord into the one piece of tubing and tie a constrictor knot (as described above)
5) insert the other end of the cord into the other piece of tubing and secure with a constrictor knot
What you have know is 2 pieces of tubing connected by the cord
6) Fold the cord in half (the two pieces of tubing are hanging side by side)
7) Insert the cord into the pole spear so the out the other side is a loop
8) Take the free ends of the tubing and pass them through that loop and pull them down tight so the cord is now half hitched around the pole spear.
You Now have the two band hanging from the end of the pole spear.
9) Tie your first overhand knot to make the big loop the size you need
10) Once you find the length you like, tie the second over hand knot to create the smaller loop.
11) Once you have that to proper length trim the free ends of tubing
