Well, Connor is right that hyperventilating in any depth is a rather deadly technique. It does not really matter whether you black out in just 1 feet of water or 60 feet down. In both cases you will likely die, unless there is someone who will rescue you. And a blackout is indeed much more likely after a hyperventilation than without it. Many blackouts actually happen after surfacing, where you then sink back underwater.
Now the depth, respectively the depresurizing effect during the ascent, amplifies the risk of hyperventilation, so there is indeed an additional risk factor increasing with the depth, but it in no way means that you won't blackout if you hyperventilate before a shallow dive.
