I asked the same question a while ago and made one using a bike innertube and lead shot. There is a picture of how to do one on the threads.

Checkout the British Freediviing Association (BFA) web site for details on pool competions, probably wont be any info yet as its a bit early.

I want to compete next year too in dynamic so i might meet you one day?
