About an hour south of Coffs is South West Rocks which is supposed to have some great diving, in particular Fish Rock is supposed to be magnificent (saw it on The Great Outdoors a couple of years ago). I'm sure there's tons of boats heading out there for scuba groups.
Cheers, Ben

Ah, should have asked earlier - that puts a different spin on things. A lot of spots along the east coast such as South West Rocks and Coffs have marine sanctuaries. You'd be best to jump on this forum: Extreme Spearfishing
A lot of these guys go up to SWR regularly and are pretty familiar with that and most other spearable places on the east coast. Cheers, Ben
