Spearing Floridian west coast

I'm new to spearing, and am in the process of acquiring gear. I'd like to hook up with someone or a group from the west coast to learn the ropes, and the areas I wont get fined for waving a sharp stick around!

I live in central Florida so I'm used to the Tampa/Clearwater area, but any "dirt time" would be cool.The rules concerning where to spear have me kind of wondering if I'm going to need a boat just to get to an area thats legal!!!!
