In Spain it's illegal. In fact if the police find a combination of tanks and spearguns on your boat during an inspection you are liable to be very heavily fined as well as having all your gear confiscated.

Well, ANY diving is better than NO diving, but if in Israel already, you better just go to the red-sea and hunt with your eyes. There are some wrecks in the med but I don't consider myself aquainted with our med well enough. I seriously doubt there's a reason to come to our med all the way for diving. I'm sorry I don't have more specific information.
