    The EU is attempting to simplify the legislation, so for example they have reduced the number of species with minimum sizes from 30+ to 16 and have attempted to merge as many paragraphs in the text as possible.

    I suspect this is not intentional, merely the result of merging the two paragraphs from the previous commission reg. But I believe it will result in Spearfishing becoming illegal.
