Has anyone ever considered using a monofin and a hand held hydrofoil so when you "wiggle" through the water you get propulsion from your arms and legs using the same amount of energy. Are there any versions of this that anyone knows about?

Very good idea. The aqueon, if you're not familiar with it, uses two foils, one variable and one fixed, about a meter apart and it seems to develop thrust from each.
