Deleting cookies is worthless in such case. Cookies are small files helping the website you visit to recognize you (or sometimes to keep some of your site settings) - for example to avoid that you do not need to log in at each visit.
Old versions of websites are being stored in so-called Cache. Dynamically driven pages, like this forum send directives not to cache these pages at all, to avoid exactly what you experienced. And DB forum does it too, so if you see an old version of some pages, then you probably have set your browse to ignore such directive and explicitly cache everything. In MSIE it would be the setting MSIE >> Tools >> Internet Options >> General >> Temporary Internet Files >> Settings >> Check for newer versions of stored pages >> never. Unless you are on a very slow modem connection and want to keep pages in cache for offline browsing, you better keep it in the default value "automatically".
Misconfigured proxy, or malfunctioning system clock on your computer might be other, though unlikely reasons.
