I have brand new Apneaman Standard buoy for sale. Diameter - 58 cm. The price is 65 euro, but i give additional 50 meters of rope for free (normal price of that rope is 30 euro). The buoy is in Cracow, Poland. Ask me and we can talk about shipping.

So I write my answer here:

the inner tube isn't included. The original inner tube isn't cheap, my friend says, that You can use inner tube from some vehicle.
The rope is exactly this rope which You are talking about.
I checked the shipping - its something about 20 - 25 euro by polish post office.
But there is another option - tell me what city are You from, and we can find some train, or bus between Cracow and Your place - I can give the package to the driver or something like that, and he will give it to You. My friend shipped monofin from ukraine this way and everything was ok. But in this option You have to be at appointed place at right time.
I hope You understand my english, its not good
