Sad legacy of old fishing nets in UK

Just read this in The Times;

Diver discovers discarded fishing net that took a deadly toll of marine life - Times Online

I'm sure this is an issue for many countries. Just think how much sealife is wasted and over a very long period of time!!! Can fishing nets be traced back to a particular boat???

BTW the name Dave Peake is familiar as a UK freediver/spearo???

All fixed gear has to be clearly marked but You would need the bit thats marked... which is prolly not the bit thats come loose and then You'd prolly have to prove that it was abandoned or set illegaly and not infact damaged by some tool in a boat Who ignored the markers and damaged the gear.
They are quite good at prosecuting illegal netters here but it doesn't seem to discourage it... theres one born every day.
