It's the CMAS euro-african championship shceduled for september 2011. It's not an "open" tournament, if this was your question.
It is organized by Cmas (the world Comiteè for underwater sports affiliated to the international olympic commitee) together with the national federations for underwater sports of Europe and Africa. Each national federation will select its own team members, the rules are supposed to be the usual for Cmas competitions: size limits, bag limits per species, et cetera.
