They make many kinds. It even depends on the manufacturer and the type of fin you choose. In general, but a lot of freedivers will probably disagree with this as well, most freedivers will choose a softer blade for DYN and a stiffer blade for CWT. But it is also depended on your style, technique and strength.
I really enjoy the softest blade of the Waterway glide Fin for DYN (Yellow blade, not the black one) but some think that is not soft enough. The best thing is to go to a big competition and try to borrow every type of fin you see from the other divers and take them for a swim. That is probably the best way to find out what you like.
For general freediving, softer fins are better for surface swimming, and a fairly stiff blade is better for diving.
I use a medium stiffness fiberglass blade. It works for both vertical and surface swimming.
Another component is the weight and strength of the diver. More muscular divers can use a very stiff blade, even on the surface. I'm just not big enough for that. Heavy divers are also at an advantage for stiffer blades. Carrying around the extra weight keeps their legs stronger. ; o
