C4 Mustang HT DEFECTS OR NORMAL ?

Hello , i just bought a new pair of fins from scubastore . Well im new to carbon fins .
I saw some weird on the blade . I dont know if it is normal or it is a manufacture defects . It’s like the carbon fiber is not well covered by the resin .
