I know that if you are fishing from shore or diving it is a year-round season for rock cod. However, When fishing from a boat you have to adhere to the given season. Only thing I am not sure of is if you were diving from a boat outside of rod and reel season if you could be cited similar to if you have scuba gear on board while freediving for abalone. I know I am a bit late on this, but hopefully it helps.
