Looks like the sports part of the Swiss Government.
If you goto www.vbs.admin.ch you will see the general webpage. From digging around www.admin.ch it looks like GS stands for General Staff.

If you've still got the mail, send it to SpamCop (www.SpamCop.net) iincluding headers and see what their parser returns. If it returns an ISP that sounds legit for a governmental Web Site, chances are it is legit. If it returns something with a .cn or .ru extension, well, since when does the Swiss gov't have an ISP in China or Russia?
