Closed muzzle for first gun?

Hey guys,

I'm trying get my plans together for my first homemade gun. I know it won't be perfect, but i want to do my best. I'm trying to decide whether of not to attempt a closed muzzle gun. I want to because i think it would be easier to load in the water, however i don't know exactly how to manufacture the hollow stock without high tech equipment. All i have is a hand held router. Is it possible or practical to produce a quality closed muzzle stock with basic tools? If so, how much larger should the router bit be than the shaft diameter?
