CMAS proposal regarding dynamic apnea / AIDA

Hi ALL,

CMAS will have a big vote in there General Assembly in 10 days, the 26-28 of MAY - There is a proposal (and YOU can read it here under) that CMAS athletes should compete in AIDA competitions without any problems/punishmen from CMAS or there National Federation.

How will your National CMAS vote in this question, and is there anything you can do to make sure we have as many YES as possible?

Proposal for C.M.A.S. General Assembly 2007

Non conflict between CMAS and AIDA sport disciplines CMAS members, federations or individuals, are permitted to affiliate to AIDA (Association Internationale pour le Développement de l'Apnée), and/or its local associations. In spite of both organizations sharing very similar disciplines »dynamic apnea«, CMAS Board of Directors and General Assembly do not find the conflict of interests.

Explanation:
Last year's GA voted on Affiliation of CMAS members to organizations different from CMAS. It was clearly stated that CMAS will not tolerate its members to be member of organizations that, among other things, organize sports events in disciplines, registered in CMAS sports commisions. This decision is, in general, correct. It is to protect the efforts of those who invested a lot into development of certain sport, and to assure the best athletes to win one and only title.

In case of »dynamic apnoea«, which was explicitly mentioned, it turns out that the case is quite the opposite. In last year's GA most of you probably did not know that CMAS dynamic apnoea world championships and records have been held for the past 2 (two) years only, while AIDA (International organization for development of apnea) is organizing dynamic apnea competitions for over 10 (ten) years. The first recorded AIDA dynamic apnea world record goes back to 1995 (source: www.aida-international.org). It was in the years of CMAS' absence in apnoea, when AIDA was established, to regulate the group of enthusiasts' perpetual desire of exploring human's underwater limits on a single breath. As it is not the fault of current BD nor GA that CMAS retreated from apnoea, so we should not punish the competitors that kept the progress and interest in apnoea alone, and the people that regulated their competition performances. AIDA competitors survived years without CMAS apnoea competitions, and meanwhile achieved top results that currently exceed CMAS top results by nearly 25 %. Prohibiting affiliation to AIDA is establishing a gap in which AIDA members try to protect what they have accomplished, and we, CMAS, want to protect what we have acquired. This widening gap causes the biggest damage to apnoea, as a sport. It is therefore in the interest of apnea to vote on proposed agenda, and to at least work by AIDA organization, if the agreement can not be reached to work with AIDA. Voting against, is denying our right to claim authority over sports disciplines that we developed, and thus in conflict with our integrity. Proposed and supported by (on following page, in alphabetic order):

AUSTRALIA - CROATIA - DENMARK - FINLAND - IRELAND - NORWAY - SLOVENIA - USA

i can "feel" some recognition to AIDA (unthinkable till now ), seems to be a real approach !!! may be AIDA should take one step closer too...
Or am i too innocent???

BTW, does any of you guys know where I can find some info on the CMAS "Apnoea" disciplines? Interested ever since in what we're talking about here...

AND one of the reasons for this proposal is just the lack of Apnea activity inside of CMAS, and the big activity inside of AIDA, and sorry, it’s hard to find info about CAMS apnea disciplines inside of CMAS - (and where do CMAS publish there records?)

Every local CMAS representatives /national CMAS should have direct access to this proposal. It guess it have been sent out, and if not they just have to contact CMAS and they will send it to them directly (I hope).

Delfino, without punishment from FIPSAS (with a yes on this proposal) the Italian athletes will be competing inside of AIDA competitions as well. AND still competing in FIPSAS/CMAS competitions :friday ...a win-win situation. (where on internet can we find the official national records inside of FIPSAS?)

Thx for the hint Bill. Obviously didn't put enough effort in searching the whole site, sorry - I'm just packing for a flight tonight = bit in a hurry but will try to cram the whole thing in 2day or 2morrow.

Cheers for the link Bill I have sent a mail to the Irish Underwater council who are CMAS asking what way they intend to vote if they have made a decision yet. Will let you know when I get a response back.
 
Hi,

If you have contacts to your local CMAS, one good idea is to ask them to contact the offices of one of the "undersigned" countries before hand and ask for more info. In some countries this has been prepared for quite some time and I'm sure they have good arguments as well as they can "speak CMAS". For other countries this may come as a surprise and it would be a shame if they vote "no" just because they go "huh?".

As always in politics, nothing will be gained by aggressive tone or demands - just politely convince them you are a person of reason and genuine interest in this area and inform them of your opinnion :)

A great chance to find a powerful ally too - in many countries being under the wing of the local federation brings a lot of political power - no pool shall be closed to you ever again :) Or so I've heard...

any update on this? i sent an e mail to the Irish cmas organisation ( cft) and was told it had been forwarded to the relevant people attending the event but i still don't know how we voted.
 
Miracles do not happen that often.

There were 34 votes saying yes to the proposal.

The info I have is that it was quite tense attitude from some Board members from the beginning, they established very negative atmosphere, first by trying to remove the proposal from agenda, then talking how AIDA has no rule, then bad rules, then people are dying in AIDA because AIDA doesn't care, that there were bad safeties in Ibiza, Spain... etc, etc.

As you can read, some of the ANTI-AIDA where using direct lies to try, and succeed, to make countries to vote against the proposal.
This proposal was a perfect win-win proposal for CMAS, but of some reason they don't like to follow the voice of there apnea-athletes.

I guess there will be a new proposal next year - and this time I will try to be there to talk and answer questions (I'm a CMAS member as well)

At an annual meeting 34 countries voted YES.
How many voted NO??

And what decision was taken?

Each federation has one vote per committee (sports, technical and scientific)

I know initiators Australia, Denmark, Finland, Ireland, Norway, Slovenia and USA voted YES, but Croatia changed before the debate to NO! UK, Sweden, Poland and Czech republic also said YES.
Big NO from France, Spain, Russia, Cuba, etc. They said athletes should decide for one association only (dynamic apnea competitions). Russian president is aware of loosing world's no1 Natalia Molchanova for competing with their federation by voting against. French president reported that many French AIDA members are joining French CMAS - I heard from freedivers just of cooperation. Maybe French can explain a bit?

So we could not overrule last year's decision that athletes which compete in AIDA dynamic apnea (DYF) cannot compete in CMAS dynamic apnea. The problem arises with enforcement of the decision. It was stated that actually athlete can compete at both competitions as long as somebody does not produce the evidence of athlete's attendance in AIDA DYF. In this case athlete is disqualified. This means extra unnecessary work, and prosperity of rats, as they can gain some ranks higher if report AIDA history (valid just for current year I believe) on higher ranked athletes.
In short: no DYF for CMAS athletes, BUT all are still allowed to compete in other AIDA disciplines: STA, CNF, CWT, FIM, etc.

(As long as Aida can atract athletes that does better results than CMAS in DYF.)
