Croatia - Diving regulations?

Hi everyone!

I'm one of Bluestraggler's buddies planing to go on the trip to Croatia that he mentioned in his thread.

I've read that to scuba dive in Croatia you need to buy a pass. We'll only be freediving - does anyone know what the rules are. I imagine the pass is for scuba only and doesn't affect us?
