December diving in Caribbean/Latin America

Although I have dived in many places throughout the Caribbean & Latin America, I have never dived in late December & I don't handle cold water well. Any recommendations for late December diving with water temps no lower than the high 70s?
There are many packages available from the midwest to places that I don't read much about diving like the Dominican Republic or Puerto Rico. Anyone dived either location?
 
I'd go further south- something like curacao or Bonaire. The water will be in the high 70's to low 80's, but the chance of storms blowing out your vacation are far less.

I've dove Cozumel that time of year and had decent water temps, but half of the dives were cancelled due to storms. On one day in particular two boats snuk out to dive, against harbour master's orders, and sunk! Luckily, everyone swam to shore safely.

I've also dove Curacao during that same time and had much better luck- with both water temperature and storms.

I've dove Puerto Rico before, and it was really nice, but I went in August. I'm not sure hoe many storms they get that time of year.
