Thread Status: Hello , There was no answer in this thread for more than 60 days.
It can take a long time to get an up-to-date response or contact with relevant users.

This is how it works.
If your cell phone has map it is GPS enabled
You go to the California Department of Fish and Game — Marine Protected Areas Mobile Map web page and select start.
... you agreed to down load a cookie and share your location by selecting start.
DFG may now track your location within 5 yards.

If your phone does not have a mapping application the analytics tool only tells DFG approximately were you are.

DFG or anyone with a web analytics tool such as those offered by google analytics tracks exactly were you are.
If a DFG agent sees your boat stop and looks like you may be fishing at 3:00 PM and your phone reports you were in a MPA at 3:00 PM you get a ticket.

I wish I could show you the tools I have at Kodak to track customer behavior and movements.
 
This seems incredibly paranoid, and information such as this is not information they can act upon. But I'm sure somebody has written a very convincing article about it from their mother's basement.

Apparently you have no experience with California's Department of Fish and Game...

They ticketed me $250 for not filling out a lobster card BEFORE my dive. I now fill it out every dive even if i don't go for lobsters.
 
The idea is to know exactly where the MPA's are so you won't get ticketed there. No, we don't like the new rules, but yes, we do have to abide by them. Now, let's try and manage to be adults here.
