I have a gun with a 8mm enclosed track. Could I use a 7mm as well? Or does it need to fit snug in the enclosed track?

As long as it can't get out of the track, I think it will be fine. I use a 9/32" shaft in a Wong gun with a track that is cut for a 5/16" shaft and have no problems.

yep should work, some shafts with smaller fins might cause a bit of an inconvenience loading though
