European Union throw out the rule book and start again

Thread Status: Hello , There was no answer in this thread for more than 60 days.
It can take a long time to get an up-to-date response or contact with relevant users.

It sounds like the EU have decided to throw the rule book away and start again. Allowing individual countries and commerical fishermen greater say -- anybody else think that sounds like a recipe disaster?! Perhaps I am being overly pessimistic, certainly the current system is not working well enough.
