First you need to get the FTP login info to your server from your host (you have probably received it when creating the account)
Well, I am not familiar with MS Publisher and its functions, but this is what the help states:
Note To complete the following steps, you must have sufficient rights on the Web server to save a file. You must also know the Web address (URL) of the server you want to save the file to. If you are working with Microsoft SharePoint Products and Technologies, you must be a member of a site group with the Add Items right. All default site groups except the Reader site group include this right.
- In any Microsoft Office program, click File, and then click Save As.
- In the Filename field, type in the URL of the server, the path to the file, a name for the file (or keep the current name), and then click Save. You can enter an Internet address (such as www.example.com) or an intranet address (such as http://example). Notes
- If the Web server you are working with is running Microsoft SharePoint Products and Technologies, instead of folders you'll see a list of document libraries from the site. This makes it much easier to find and work with files in the site.
- After you have successfully opened a file on the Web server, a shortcut to the Web server is created in your My Network Places folder. You can then use this shortcut to more conveniently open files on the Web server.
- Double-click the folder where you would like to save the file, and then click Save.
You can also use FTP addresses in this way, instead of HTTP - for example
ftp://yourserver.com

Before you can add an
FTP (FTP: A communication protocol that makes it possible for a user to transfer files between remote locations on a network. This protocol also allows users to use FTP commands, such as listing files and folders, to work with files on a remote location.) site to the list in FTP Locations, you must have access to the Internet or to an intranet.
- On the File menu, click Open.
- In the Look in box, click the arrow, and then click FTP Locations.
- Double-click Add/Modify FTP Locations.
- In the Name of FTP site box, type the FTP site name; for example, type: ftp.samples.microsoft.com.
- Do one of the following:
- If you want to log on to an FTP site that allows anonymous log on, under Log on as, click Anonymous.
- If you want to log on to an FTP site that you have user privileges for, under Log on as, click User, and then type your password in the Password box.
- Click Add.
- Click OK.

Otherwise, you can use one of many FTP programs that are available free on the web - like the CuteFTP, WS_FTP, and many others. And of course, you could also use the command line FTP commands in a DOS window, but that would be little bit cumbersome for an unexperienced PC user. Also many HTML design programs like Dreamweaver, Homesite, MS Front PAge, etc, have FTP publishing tools built-in.
