Hi, i did research the last 4 hours and i can say now that the best cam under 200€ is the SJCAM SJ5000X Elite.
I´ll buy it today or tomorrow because of black friday. Ar gearbest a lot of things are heavy price reduces until monday, including the SJ5000x, different accessories are reduced by 50%. Here a good review https://www.youtube.com/watch?v=STgtlagvXW8.

Maybe this one, there are many accessories, and the price is nice, you have 170°/140°/110°/70° selectable angle, and two batteries included, waterproof case included also to 30m.

Bit late to the game but I'd recommend the Olfi one.five action camera, it goes down to 30 meters

The one i've used a lot of recently is the Paralenz - amazing little camera built specifically for diving and looks like a small torch. Also color corrects automatically for green or blue water.
