hand cranked winch for safety system

Hi I was talking to one of my training buddies yesterday who told me that on one of Umbertos courses ( in the red sea I think?) they used a hand cranked winch for recovery of lines and roope from doing variable dives.

I am interested inthis type of winch does anyone know any types / brands of hand operated winch that can recover something like 100m of 10-12mm rope with diskweight attached to the surface pretty quickly?

I am looking at options for a new saftey system that does not require counterweights or the use of deep safety cover by scuba
