It is a Russian made pneumatic speargun sold in the West as a "Prizm". That is the shortest version and probably of zero use for spearfishing. The gun is known as the РПБ-1М in Russia.

Assuming you have a tad more then one spear lengths of useable range you could get about 10-12 inches? Interesting trigger on there as well, is the release in the muzzle? I notice the beveled edge on the tip, is that where the release mech attaches to? . Popgun, could please you give a little bit more of your wisdom on the gun?
 
Forward latching gun of patchy quality, I posted a photo of my longer version on a thread here, but cannot remember which one! The gun has a 14 mm ID barrel and a high compression ratio, everything depends on the muzzle being straight wrt the inner barrel tube, which on my gun it is not, so wildly inaccurate. Later versions have a plastic handle replacing the cast alloy handle. Mid-nineties vintage, the guns were sold by "Klondike Imports" in the USA. The small pistol version is a prohibited weapon in most places and not a spearfishing device, but based on the same parts as the speargun.

Only laziness and stupidity of eBay operators has allowed this prohibited extremely short weapon to be offered for sale, in the past they have been withdrawn almost immediately with the cancellation of the auction. Short projectiles, they can hardly be called spears, no speartip with floppers and very short range this weapon is completely disqualified as a spearfishing implement. Buy it and the main help that you will need will be from your lawyer as negotiations take place concerning your likely term of imprisonment or the payment of a very large fine.
 
"mr_analyser" appears to be the eBay seller, so the "help" he wanted was really to sell it. So this thread is/was an advert!
