Hey James, I don't know about any apnea courses near Cozumel, or Tulum, but go out side any 'sanctuaries' and kill fish.
Drive south down the coast from Tulum,the reef gets good, and less fishing pressure there, (easy pickings)
How long are you staying? I'm heading down in one month.
Go to the tackle shop in Tulum, for info.

I think Aharon and MT Solomons are presently in La Paz Mexico, but that's nowhere near.
Might have more luck finding spearfishing locals!
