You can buy all bits needed in local angling shop. :)

I just call it bungy. I described it to the guy in angling shop and he told me angling word for it...except I forgot it. :D
Get two beads and bungy. I think the best way to fix the beads is by thin fishing line. Just get enough turns and friction will do the rest.
Bungy need not be hollow - you can wrap the line on the outside as well.

I use the bungie from any chandlers, use a 30cm length, tie it very tightly with just a normal overhand knot round your line, wrap the line round it many times, then tie another tight knot at the other end, trim, job done.

The stuff you got from a fishing shop was probably catapult elastic, it'll come in many different grades if you go to a decent shop that stocks freshwater fishing stuff.

You could use soft/flexible braid rather than mono spearline inside the bungee.

I use a 5-6inch long piece of band [old 16mm gun bands] and tie in a loop of dyneema each end , ok there is a slight chance of the dyneema coming out or braking possibly , but i wouldn't think it would be a real worry with the size of fish i shoot here!
