Sorry, got no idea about scuba diving in NY.
All i can tell you, is that once you've bought all your gear, get your tanks filled and travel to a decent destination to dive, scuba diving is expensive money-wise and time-wise.
I am getting into freediving because simply the though of the logistics involved in scuba diving scares me!

I have been diving since 2008 and still don't have a tank. Anyplace you visit will have tanks for rent.
