You can try Internet Crime Complaint Center (IC3) | File a Complaint I'll make sure that your IP address is sent there anyway.

Better yet go and ask at your local police station - they will happily lock you up together with a band of hackers and other criminals. You'll learn some useful nasty tricks there, that you'll be able to use if you get out of the jail once for a while. Hopefully for us not for too long.
