There was a public meeting 2 weeks ago to review the proposed changes to Kellogg Park.
There may or may not be more public workshops on the renovations to Kellogg Park.

There are 7 pdf files that illustrate options for renovating the sea wall, the esplanade, the parks and the parking lots. The overall concept plan pdf file shows a football shaped configuration of palm trees surrounding the open turf area. That football shape is a 9 ft wide paved walkway that goes through the park. Pedestrians as well as city trucks would be able to use that walkway. Another biggie that could effect divers is the complete removal of Vallecitos Street and replacing it with more grassy area. There would be a loading zone for divers to drop off their gear there , but they would have to use street parking or the main parking lot. They will remove Vallecitos street completly. :waterwork
