Lanzarote Spearfishing

Hi I will take of to Lanzarote in February 6th to 13th I am taking all the gear with me. Read online about getting license for spearfishing and it looks to be a lot of hassle, not even going and buying it the part with health certificate confuses me so much! How do i get one and where do i get one ? Did anyone do license in Lanzarote ? Please advise if you have experience.....
