LF for ideas for flag buoy or float

I am thinking about making a flag buoy out of inner tube. But maybe there is something on the market already made? I need a fishnet in the middle for all the goodies, flag holder and some kind of outer skin to protect from punctures and give it a colour. But then, maybe something like ultra small inflatable boat? Canot find anything on the market, all I see is bouys based on 15" inner tube. Share your visdom please.
 
Try a flatter shaped esky with weight hanging on underside so it float right glue flag to top.
 
You could use an abalone float it is basically what you are talking about making they arent very expensive either.
