Likely yes, but I guess that the difference on your max dive will make something like 5mm, so I would not be too concerned about it. In fact the concern will have bigger influence on your maximum dive than the scratches

Only if you are sky diving with them.

Kidding aside I think my heavily scratched long blades kick the same in the sea, but I'm not a competitive fin swimmer.

My fiberglass blades are all scratched up and seem to work just fine.

The difference would extremely minuscule in performance.
 
My fiberglass blades look pretty bad these days, but work fine.
My new carbon fiber Imersions work even better, but i think that's the material, not the lack of scratches.
